There are many elements to Photo-realism.

And an important one is motion.

A photograph is an image created by light falling on a photosensitive surface.
Light is defined as the electromagnetic radiation with wavelengths between 380 and 750 nm which is visible to the human eye.

Wavelengths move.

That is the importance of Motion-Blur as an ingredient for photo-realism.

Examples of Shutter Curve

When working in Chaos Corona you have the option to adjust the Shutter Curve of your motion blur.
This defines "where/when in your motion" the motion-blur is strongest and where it's not.

The Chaos Corona Performance render settings menu with a focus on the Motion Blur and Use Shutter Curve options.
